Neighbourhoods are designed from the perspectives of agents and groups, as well as the social intelligence they require to coordinate with each other. Here, we describe a means to accomplish the proliferation of neighbourhoods. These include: * A language that groups can use to articulate their cultural practices and preferred modes of interaction; Such practices are normally inherited from platforms rather than chosen by the groups that enact them. * the Social Sensemaker, a tool that instantiates and preserves expressions of group culture as metadata to enhance the *visibility* of this data, and its method of generation, within a group, and *usability* of such data when ported to new contexts by individuals and through group-to-group agreement. * A bazaar of basic social coordination tools with an embedded accounting system to incentivize the creation of standardized, interoperable miniature applications ("applets"). Neighbourhoods, as a mode of group organization on the web, is meant to greatly extends the ability to reason about reputation, credibility, and other social data in a nuanced way. It also addresses the current lack of "algorithmic transparency" about how social data are used to create user experience on and off the platforms where they are generated. Neighbourhoods decouple the invisible architectures that give platforms their specific flavors (visibility, virality, reputation metrics) from the basic tools online networks require to function. This decoupling enables context-driven, scale-sensitive use of social data. While there’s no need to use reputation scores, for example, to share events or memes with a close-knit group of intimate friends, enhanced recording and scoring become useful when networks reach a critical threshold and it seems less obvious if, say, a member of a 1,000 person group is a reliable person with whom to share home repair tools or a ride across the city. In essence, Neighbourhoods provides technical infrastructure for developers to sustainably build tools and communities of users to articulate their own culture and pursue their common good(s). Instead of providing groups the means to design and articulate the metrics and structures that make them unique, dWeb apps have focused more on governance of the pools of funds around which they are formed. Given the scalability problems of blockchains upon which most of these projects are built, and their only marginal efficiency improvements through ‘layer two’ solutions (e.g. lightning networks, directed acyclic graphs (DAGs)), the Web 3.0 space risks mirroring individual-level solutions focused on siloed ledgers. Even when users own their data ($BAT, $DEC) it translates into being paid for it by advertisers and others seeking behavioral insight at the level of the individual consumer. With Holochain’s unique efficiency and scalability, we have the opportunity to re-imagine large, social spaces through the lens of interoperable design of culture. Records that are important for determining credibility and reputation become data *which is interpersonal rather than personal,* since it can be ported, translated, and made intelligible across social spaces. Even more importantly, the basic unit “platform” requires overcoming critical thresholds of adoption and exorbitant amounts of venture capital to sustain long-haul builds that require constant maintenance and a focus on community rules and guidelines that face ever-increasing public scrutiny. Holo has attempted to chip away at these high costs by providing developers competitive pricing on one large factor in startup costs: web hosting. Nevertheless, lowering hosting costs is not enough; we believe the core obstacle to widespread use of Holochain lies in the mistaken notion that Holochain apps must follow the typical platform model. It runs social computations in neighbourhoods, taking as *inputs* the social configuration created by a community activator and the many assessments produced by community members, and as *outputs*, scores attached to resources. These scores are computed according to the set of thresholds specified in this social configuration for selecting and ordering each particular resource. As outputs, they are displayed as views we call 'cultural contexts'. * Our reader-friendly documentation of this ontology, which bears very close resemblance to terms used within the Social Sensemaker code base, can be found [here](https://neighbourhoods.network/Distributed_Social_Sensemaking.pdf)*.* * A handy glossary of terms is also available[ here](https://faq.neighbourhoods.network/our-terminology). ## Key Benefits ### Configurability The Neighbourhoods framework operates in the tradition of low-code and no-code environments. Our ontology captures the vast space of activities and materials around which communities convene, and makes it possible to specify the 'who', 'how', and 'when' of group input. When used within our configuration tools, all of this can be specified for a given application and viewed in a familiar-feeling dashboard that displays data from the Social Sensemaker. ### Local Computation Social data generated in specific contexts should be portable by the users who generate them, but also understood in the context in which they emerged. Given the agent-centric nature of Holochain, everyone in a neighbourhood runs a Sensemaker instance on their device in order to compute on social data according to the designs of the neighbourhood(s) of which they are a part. ### Peer Validation Holochain's unique affordances also make it possible to validate data according to community-defined rules as they are generated, and to reliably trace the provenance of social data via a distributed network of peers *without* using a blockchain. ### Bridging Across Communities The social sensemaker also enables bridges between communities who recognize the meaning and value of each others’ cultural practices. Because it enables cross-neighbourhood recognition and insight about cultural computations, the social sensemaker and the neighbourhoods framework enable *meaningful* data portability. Using the Launcher, you can build and join Neighbourhoods that use NH-compatible "applets" along with the social-sensemaker. Using the Launcher, one can create and access personal profiles, search for and join existing neighbourhoods, and add/configure applets into a neighbourhood. The Launcher is also where members can invite each other and interact using applets. Eventually, the Launcher will support inspection of the social sensemaker dashboard.

# Sensemaker Dashboard Stakeholders of any given neighbourhood must be able to modify their social space. For example, they may adjust and respond to data sharing requests from other neighbourhoods or alter how they compute scores. They may also browse and add additional applets via early bazaar functionality.

# Overview of the Neighbourhoods Ecosystem Neighbourhoods is not just a design, but an ecosystem geared toward driving adoption of this design. The Bazaar is a neighbourhood run by the Neighbourhoods project itself to facilitate the development of these tools, relationships between communities and developers, and settlements between them. In exchange for this service, the Neighbourhoods organization will assess a nominal fee on all transactions occurring across bazaar instances\*. This fee builds reserves and sustains the project in the long term. The bazaar is agnostic to the financial model a neighbourhood uses to fund its operations. Its purpose is to facilitate transfers of value between neighbourhoods, however they organize internally, and applet developers who serve many different neighbourhoods. For instance, a community may opt to use the Social Sensemaker with applets they have built themselves; in such a case, there is no requisite use of the Neighbourhoods Bazaar, nor $NHT.

By creating small, pluggable applets for the Bazaar, developers can iterate on ultra-slim stacks with and for neighbourhoods participants. They can do all this without having to create a company of their own or spend time white labeling a platform per community. Developers can * **easily build relationships across communities of purpose** * **utilize sense-making functions of the Bazaar to understand users' real needs,** * **and enjoy wage guarantees via our crowd-pooling model.**

## Community Activators & User-Members Community activators are those seeking generic tools to promote group coordination, resource sharing, and the advancement of common interest, whatever that may be, in their communities. An activator may be a leader, a moderator, or a whole group acting together to bundle tools with intentionally designed reputation, culture, guidelines, entry criteria, and cross-neighbourhood data porting. Community activators and User-Members can * **pool funds with other neighbourhoods to lower costs of the tools they intend to use,** * **utilize our sense-making systems to improve their ability to articulate their needs and catalyze their community,** * **be a part of a broader community using the NH framework,** * **and match with developers who can translate these to social tools.**

## Neighbourhoods Foundation and Team The Neighbourhoods Foundation will play a facilitative role in the Bazaar, particularly in phase one of its rollout. It will direct the development of the initial marketplace applet set, taking care to connect communities and applet developers by holding a space for applet development 'offers' and community 'needs', fee settlements, development time-tracking, applet usage statistics, and other needs in response to pilot communities and early adopters. Some of these are detailed in the next section. ## $NHT Holders Backers of the Neighbourhoods Project will be able to participate in the governance of $NHT itself, including its utility, transaction fees associated with usage of $NHT in the Bazaar, treasury management, and reserve usage. As such, $NHT holders support the Neighbourhoods project's transition from an early stage start-up to one with internally generated cash flows. ![](https://lh5.googleusercontent.com/411oGYxZRNt9JqKC38rEGYyxB3lyT8pMNjGea1tT7010Qz8Y1HTVB2ok1MNjNiN3gSCEnS8iuKzAgKPCs-2f5u59Kpk1grWj4BKvo-JAYOOPcUc8vh5vvN9GQgSAjXcEuEnGFlYv) # Bazaar Accounting For the Neighbourhoods Bazaar to work in a decentralized fashion, it needs an automated accounting system that makes it possible to reliably, granularly track contribution to applets all manner of valuable elements in the Neighbourhoods ecosystem. *The following presents our current progress toward the design of the bazaar, and should be read with the understanding that particulars may be affected by its future governance and our efforts to share such governance amongst market actors described above.* ## Dashboards & Settlements Accounting in the bazaar uses the representation of human-hours required for ideating, designing, implementing, critiquing, iterating, and maintaining applets. In addition to hours worked, the bazaar must also track developer statistics, activity and commit logs, and feedback on features. To enable development costs to be split across communities, the Bazaar also logs usage statistics of applets (e.g. number of nodes that have downloaded an applet). Developers can add their 'billable hourly rates' to the hours tracked, which communities would then be required to pay, in order to access applets and components. Native payment options will include different models, like subscriptions, one-time access fees, and grant schemes for open source projects. ### Price Transparency: Accounting for ‘hours worked’ Our bazaar accounting measures hours worked, tasks completed, and other metrics useful for displaying actually progress to contracting communities. This enables us to deliver a crucial benefit to neighbourhoods--cost sharing across communities. When more communities require a certain applet, the cost for access to the applets drops. ![Figure 8: Declining costs per user for a applet as number of users increases (assuming the number of hours required to maintain a applet remains constant)](/files/baIz4TNKyF2gl1wWsTx5) This is a key difference that Neighbourhoods is bringing to the pricing of code. Traditional tech companies generate more revenue as users increase, with the same lines of code. Code is a non-zero-sum resource, which we are here taking advantage of to be able to spread more useful, distributed app code to more communities more cheaply. At the same time, developers set their own hourly rate, as is standard in the culture of freelancing. By displaying rates, we hope to drive costs down for communities. Our approach can bring about a shift in the pricing of code that sets a precedent in the crypto space for the benefit of groups of users and the code commons. Because we expect that more people using a applet may entail a greater number of required hours of maintenance, these hours may be reflected in billing and settlement. This is a fair increase rather than a venture multiplier; NH's stance is that revenues to developers shouldn't increase on principle as a function of increased user count. The modularity inherent in Holochain's architecture, combined with our framework for applets and sensemaking, also makes it easier to swap out applets so that communities are not unnecessarily locked in as the bazaar grows and new options emerge.
# Neighbourhoods Tokens ($NHT) ## A Settlement Currency $NHTs will serve as one of a number of possible settlement currencies enabling value to flow through the bazaar, and will always be exchangeable for applet development effort. We provide the option to settle in a native token associated with the Neighbourhoods project because of the high likelihood that neighbourhoods and applet developers may be transacting across geographical regions and blockchain ecosystems, with no shared currency Therefore, $NHT is first and foremost a settlement token, offering a gateway between the Neighbourhoods bazaar and crypto markets and the liquidity benefits conferred by the latter. Settlement will be possible through other currencies, including $ETH, $HOT, $BTC, USD, and NZD. Our treasury is geared toward facilitating withdrawal of all of these. Treasury operations will also include ensuring liquidity and ease of access for $NHT. Through protocols like Rain (rainprotocol.xyz), we aspire to make the token available across a wide variety of pairs, and decentralized exchange protocols. Other benefits to using $NHT are as follows: ### Crowd Pooling Communities can co-kickstart and co-request applet development. Using staked pools, creators of neighbourhoods can share ongoing costs with other neighbourhoods, reliably retain developer talent, and smoothen cash flow across time (effectively 'venturing together'). ### No-fee Transactions Should neighbourhoods choose to pool and settle with applet developers using $NHT, they will be exempt from the fee assessed on bazaar transactions. ### Treasury Governance Rights One way to think about the Bazaar is that it is the Neighbourhood of the Neighbourhoods Project. As such, we intend to develop it through the lens of our own culture of participation, democracy, and mutual support. $NHT holders will be able to input on management of reserves and other mechanics of $NHT to refine the way the bazaar and currency operate together. Via secure voting, holders participate in governance of strategic directions such as supply of token once the bazaar begins generating reserves utilization of reserves of the bazaar for managing supply of NHT, based on actual usage of the token. the structure of fees and discounts # $NHT Community Sale + Initial DEX Listing (IDL) ## $NHT as Funding Vehicle $NHT will also serve as a funding vehicle for the development of the code infrastructure behind the Neighbourhoods network and as a gateway to liquidity for the Neighbourhoods project in the years to come. It has been intentionally designed as a simple, fixed supply of tokens that operate as a ‘ramp’ in and out of the Neighbourhoods network. \ The Neighbourhoods project has been funded by early-stage-backers in varied capacities. These early stage backers have followed progress of the project over the last couple years. This number has been growing steadily, and is expected to expand exponentially in the coming years. In order to seamlessly engage with these individuals, we hosted a Community Sale, followed by an initial listing on decentralized exchanges (IDL). ![Figure 9: Evolution of backers and community size](/files/l91CoEBmvpaKtMWpwhiK) It was commonplace to issue tokens through Initial Dex Offerings (IDOs) on DeFi platforms, in order to limit transaction fees, establish a beginning price, and especially to generate liquidity for early purchasers. Our decision to do a small, community-oriented sale before listing on dexes was based on transitioning from an informal network of early stage backers, to the next layer of people who have been keen to support us. Certain community members have also privately funded this development in return for discounted $NHTs.
